In a major step towards brining reform in education, Narendra Modi led government is working on a proposal that will scrap the University Grants Commission (UGC) and the All India Council for Technical Education (AICTE).
As reported by PTI, The proposed Higher Education Empowerment Regulation Agency (HEERA) is aimed at eliminating overlaps in jurisdiction and removes irrelevant regulatory provisions.
As soon as this gets implemented, then UGC and AICTE would be just a history that will be remembered by all.

Here’s what an official from the ministry said:
“Both Niti Aayog and HRD Ministry officials are working on the plan. It was felt that multiple regulatory bodies led to excessive and restrictive regulation and hence contributed to lack of institutional autonomy.”

- Further, sources said that a detailed blueprint of the proposed regulator and its legislation is being worked upon
- The persons who are working on a detailed blueprint are Niti Aayog’s Amitabh Kant and Higher Education Secretary KK Sharma.

How will the new regulatory body befit the students?
- While commenting on this, a senior official said in a recent Economic Times report said, “It will eliminate all overlaps in jurisdiction and also do away with regulatory provisions that may no longer be relevant”
- Further, the new regulations will be “short and clean”
- Also, it will focus on outcomes by defining the minimum standards
- Officials had commented that separating technical and non-technical education is “outmoded and out of sync” with the rest of the world and that a single regulator would result in better outcomes, as reported by Indian Express

Meanwhile, Finance Minister Arun Jaitley while presenting the Union Budget 2017-2018 in Lok Sabha on February 1 announced to bring about reforms in University Grants Commission (UGC) for higher education.
Furthermore, Jaitley announced to free CBSE from conducting examinations, and will focus majorly on academics.
